of obama care, right, and who famously, the citizens of kentucky have reaped the benefit. kentucky now leads the nation in new sign-ups for health insurance, and that would be huge anywhere. it is a particularly huge deal for a state whose population is as unhealthful as kentucky's is. i don't mean any offense by it, but kentucky's population ranks at the bottom or toward the bottom of the nation's health ratings in lots and lots and lots of different categories, and kentucky has a lot of uninsured people. and it's the exact same deal two states over in mississippi, but in these two states, in the same part of the country, with the same health problems in their populations and a lot of the same challenges, one of them, kentucky, is now best in the nation in terms of people getting health insurance, and one of them, mississippi, is now worst in the nation, and not because they wouldn't know how to fix their problem. they knew how to fix their problem, but they stopped fixing it. mississippi has enrolled a smaller percentage of its population than any other state in the nation. they do n

obama care media blitz does continue and today president obama will focus his message on the laws and the benefits for people with pre-existing medical conditions. this as the white house announces some 56,000 people and their successful enrollment in coverage during exchanges. that's more than double the enrollees for the entire month of october and all of this as the administration ramps up, too, december 23rd and the enrollment deadline for january 1st coverage, jim mcdermott, senior member of the house, ways and means committee. >> as we look back at the calendar, it was two weeks ago when they assembled this team, the senate and house strike teams and what was their task versus the daily barrage of messages that we'll see on tap from the white house. can you explain the difference? >> it looks to me like it's all one plan because you really have to keep pushing and letting people know and try and build momentum in the public the real problem here is public education, if you have never had health insurance before, you don't know how it works and you've never applied for it and

of obama care. hishe gentle man knows, constituents as well as mine are faced with higher premiums. he has said to the american people they can keep their health care laws if they would like -- health care plans if they would like to. they have to figure out what kinds of plants are actually there for them. the administration claims the website is working just fine. we know the backend of that website is not working just fine. i am glad people are able to get on and see what is there. we don't really know how successful the sign-ups and enrollments are being. areo know most individuals facing higher premiums. those that have had to give up the plan are facing higher premiums and plants they don't necessarily choose, that they are forced to have because of the operation of this law. we need to focus on this issue. we voted on the alternative back in 2009. there was a planned the congressional budget office said ford reduce premium patients out there. we have not resolved this issue of health care. there is a better way. we ought to spend time focusing on how we are going to resolve that for

a clean bill of health for obama care. deputy senior adviser from the white house joins me from the north lawn. david, thank you very much. you set a fairly low bar, this vague working for majority that want to sign on and 50,000 could be served at one time, 800,000 in a day. is that good enough? what's the next step? >> so andrea, as you know, this is going to be a process of continuous improvement. compared to where we were in early october as jeff said yesterday it is night and day to the point we can handle a certain number of concurrent users. we're monitoring to make sure the system is stable, the response times are good, the error rates are continuously going down. we've set up a queueing system for those instances where there's overwhelming volume on the system to better manage the flow. we've set up anonymous shopping right on the home page of healthcare.gov so people can look at plans in a much more comprehensive way. based on what we learn, we continue to make these improvements. so by the time we get to the end of open enrollment march 31st, as many people who want to sign up

and their families have received insurance cancellation notices. do you think medicare advantage maybe obama cares next victim? and if so, what might beneficiaries in pennsylvania expect over the coming years in terms of plan choices, costs, forgone benefit offerings and provider networks? >> thank you, mr. chairman. indeed, i am concerned about the future of medicare advantage. as i said in my opening statement. the work we've done on the implications of aca cuts, for example, in pennsylvania would suggest that in 2014 there would be an average loss of benefit, beneficiary of about $2200, that this is about a 19% reduction in those benefits. and that we would see a decline in -- about 113,000 pennsylvanians. those numbers for 2014 are of concern, but i am more troubled by the trajectory over the succeeding five years of the full cuts under the affordable care act as to whether medicare advantage will remain a viable option within the medicare program and deliver the comprehensive benefits. i just want to echo the statements that we heard in many of the opening remarks. the medicare population is
